It is proposed some discount will be applied on NIR members in Fee Proposal v2.3,
and I used the discount % that was given in the previous proposal as just an example.
I hope you are not misleaded :-)

>From the contract based point of view,
NIR is APNIC's member, but this doesn't mean that NIR's member is APNIC's members.
As such, my point is that membership fees can be imposed on only members.

I don't understand what makes you think like this;
could you please kindly give me any solid factor or an evidence for that?
