Do NIR members receive 50% less services from APNIC than APNIC's LIR
members do?

I don't see the connection between the two. Can you possibly explain?

I'm trying to understand what is wrong with:

 - all LIRs and NIR members paying a flat fee for APNIC services
 - NIR members pay the NIRs for the value the NIRs provide

The position of the NIRs so far seems to be that APNIC members have to
subsidise the NIR membership. Isn't this unfair?
