[Wg-apnic-fees] Fee structure session in Bali



Dear All in the fee structure working groups:

In the next APNIC meeting in Bali, there will be a section in the fee 
structure problem. In our discussion so far, some people question about why 
a change is necessary, some people worried about the strong impact caused by 
the change proposed by APNIC… and so on so forth. 

I think these are good issues and should be answered by APNIC prior to the 
meeting. But since APNIC believes that a change in the structure is 
necessary, I would like to propose that in the discussion between now and 
the Bali meeting we will assume that some sort of changes are necessary.

Specifically, I would like to see if there are other models that can be used 
in the discussion. I would suggest in the following discussions, let us 
concentrate on the following issues:
1)	If a change is needed, what will be the basis for fee calculation? 
Currently, in the old model, it is based on the number of IPs based on a 
stepwise function with a cap on large LIRs and NIRs for membership fee. 
Also, NIRs pay additional address fee. 
In the new model proposed by APNIC, the cap is lifted and the calculation is 
based on LIRs with continuous model without a cap. NIRs fee are calculated 
based on the fee of LIRs inside NIR and some additional fees. 
Other than APNIC’s current and new proposed calculation basis, are there 
any other kind of suggestions?
2)	Based on the calculation basis in 1), can you proposed a model for 
calculation the fee?
If the current old fee structure model will be changed, what will be the 
model of calculation?
I would suggest that the proposed model should based on the number of LIR 
and NIR data in Paul’s report. In the report, it shows the number of LIRs 
in different grade at present time. It will be instructive to show a 
comparison with what we currently paid, what we paid under Paul’s new model 
and what we paid under your model.
3)	The number of votes or other related issues should also be good 
comment points.

I would urge all the concerned parties to take a more active role in voicing 
out your concerns and possible solutions so that in the next meeting, we can 
have more discussion in the fee structure.
