Overall a lot fairer than the current system, IMHO.
Is the list of LDCs at http://www.un.org/special-rep/ohrlls/ldc/list.htm
the 'bottom 50' of is it all countries that are below some set threshold
of development? I think this is an important differentiation if fee
structures are to be based on it. If it's a 'bottom 50' will countries
at the 'top end' be bouncing off and on the list?
I also think it's important that once countries leave the LDC list that
there is a 2-3 year graduated increase in fees to those countries so the
companies with addresses don't go bust or due to 'hardship
considerations' never actually have their fees increased - if it's
soft(ish) and the countries / companies can see the fees coming a few
years out they can plan for it. So if it's a 25% discount for LDC
countries that goes to 20% then 10% then 0% in the 3 years following
removal from the list.
Are there clear guidelines as to what being 'from an LDC country'
means? If it's just having a registered office there APNIC might find
places with larger pools of numbers relocate (on paper) the part of
their company that hold the numbers to some LDC or other.
