Thanks Randy for the clarification. 

The reason why I mentioned NIR's role is because that I can see from 
Paul's proposal, one of the main reasons for the change of fee structure is 
that the address fee collected from NIR seems to be an unstable income from 
RIR 
perspective. So, to stabalize this income seems to be one of the reasons for 
the change. 

I do agree that NIR should play a more important role and maybe contribute 
more to help APNIC. To change the fee structure is one way to achieve the 
goal. But, to ask the NIR to finance some of the work might also be a way to 
increase the contribution from NIR
