Re: [Wg-apnic-fees] Compare RIRs



Randy and all,

I will summarise some of the points I presented during the members meeting in Taiwan. For reference, the presentation file and discussion documents are online at:

Firstly, APNIC fee levels have remained static since 1996, with no change to the small, medium and large levels (see slide 3). During that time, the effects of inflation and foreign exchange (specifically the low value of the US dollar in recent years) have reduced our real income, while providing a real reduction in fees for members.

For the past 4 years, APNIC has budgeted for a balanced result with no surplus. During 2006 we have for the first time planned a small budget deficit, which has been expected by the APNIC Executive Council for some time (slide 4).

During recent years, APNIC services have been developed extensively. Fortunately some of these developments have improved efficiency of APNIC operations, allowing other developments and improvements to be made within the available revenues. Some of these are listed on slide 6.

My argument here is that if we are to continue to improve and extend services, then a budget deficit is likely to result in future as well. For this reason I have proposed an overall increase in expected APNIC fees of around 15%, in order to provide a moderate surplus and more flexibility to develop services as needed in future.

As discussed in the meeting, the parameters of the structure can be adjusted to produce a smaller or larger surplus, or none at all. I agreed at the meeting to post a variation of the structure which produces no net surplus, and I will do that in the coming weeks.

yes, we can go to paul's kaohsiung presentation.  but i hope a very
terse and concise version may help us be terse and concise, yet move
forward.
