i fear that what is happening is that all the 42 'special' policies that
happened, or wanted to happen, when ipv4 was more plentiful are now
trying to reproduce themselves in the final /8 space. as you point out,
NOT doing this was a precise intent of the finall /8 policy.
imiho, proposals of the form "eligibility ... assignments/allocations
from the final /8" are, by definition inappropriate.
