No, once they are transferred, they will become
current address,
this is covered in 'Policies for historical Internet
resources in the
APNIC Whois Database' part6.3:
All resources transferred under this policy are subject to
the provisions of all normal address management policies. In particular,
future address requests from the member must document the use of transferred
resources as a part of the member's current resource holdings.
(2) I second that the recipient of a transfer of historical IPv4 address
must
justify use of the transferred space, but I think it is better that
APNIC
reclaim (recover) historical address based on current policy.

Prop-017 is already implemented since 2005, its objective
is
'to reclaim historical address space which has
been previously allocated or assigned, but which is determined to be
unused'
I support this objective very much, but it has nothing to
do
with justifying transfer.
(3) Since they are historical resources, why should we consider the
"final /8"
policy?
