I agree with you here.
but I was more concerned about other things.
For example if someone else illegitimately uses that prefix, the rightful owner
may not realize it, becuase its a prefix they didn't ask
for and they either don't care, or they do not have
the technical abilites (i.e. IPv6 routing visibility) to care.
That could go on for years without it being noticed.
I wouldn't mind if APNIC or JPNIC one day came to me
and asked me if I wanted an IPv6 space, but If I realized
one day that they have allocated me one when I didn't
ask for one, that would make me very uneasy.
