I appreciate the author's efforts in getting the suggested wordings to the community in a prompt fashion.

I have no major issues with this policy - I have operational/ implementation concerns that I think will tie the RIRs collectively in knots if this policy is used. But as the policy stands - nothing to object to.

My crystal ball (as cracked as it may be) suggests that we wont ever see this policy enacted given that in a transfer market no IP addresses will ever go back to the RIR, to then be handed to the IANA for re-assignment. (I can live with being proven wrong on that).

This is hindsight is probably why the authors cared not to respond to my previously stated concerns.

I then wonder if there really is a problem statement that needs to be addressed here? But if it were just to catch one sole instance of some great IP hand-back - then better to have a policy to handle it. In that sense the time to write, review, and make this reach consensus and be policy is worth it, I guess.

An updated version of the proposal that contained the clarifications

an eight-week discussion period. At the end of that period, if consensus
appears to have been achieved, the Policy SIG Chair will ask the
Executive Council to endorse the proposal for implementation.
