Please explain 2001:db8::/32 then. It was approved by the APNIC policy process, and only much later did the authors of that policy proposal take it to the IETF and moved through the various hoops to be granted informational RFC status. (And even then, only informational, unlike RFC1918 which is accorded BCP 5.)

I see nothing wrong with doing the same for 32-bit ASNs. I've found no documentation anywhere that forbids this either.
