Oppose.

It's not clear to me that it is going to help solve the problem claimed, 
nor has the author sent any e-mail to the list answering any of the 
issues raised.

Also, there is some inconsistency in the proposed membership sizing, but 
I suspect this is implementation detail which the Secretariat will sort out.
