In the short term, I think Ray is correct that we need to move forward with considering these policy proposals independently at each RIR. In the long term, I think Raul is correct that we need to consider more global approaches, either in terms of a globally coordinated policy on inter-RIR transfers, or on a bilateral adjustment of policies between two RIRs to allow transfers between them.

IOW, I think we're in violent agreement.  :-)

Certainly in the discussions that take place in the individual regions, global implications have been and will be continued to be discussed. The communities should not have to wait for a global strategy in order to discuss the merits of various aspects of these proposals as they will have to be discussed in any event.

Who proposed to stop´de discussion?
I only gave my opinion and that is that global problems need of global aproaches.
