In the short term, I think Ray is correct that we need to move forward 
with considering these policy proposals independently at each RIR.  In 
the long term, I think Raul is correct that we need to consider more 
global approaches, either in terms of a globally coordinated policy on 
inter-RIR transfers, or on a bilateral adjustment of policies between 
two RIRs to allow transfers between them.

IOW, I think we're in violent agreement.  :-)
