luckily, i was sitting down :)

By the way, I thought it was the role of the IETF to determine the address plan and define which parts of the address space are global unicast and which parts are private use, etc.

hmmm. i am less sure here. yes, i see the role of the ietf as delineating unicast from multicast etc. but saying operationally how parts of the unicast (or multicast) space are routed operationally seems to be what i really do not want the decidedly anti-ops ietf to do. this would seem to be something i might prefer that the ops community do cooperatively with the iana.
