Summary of discussion to date
-----------------------------

    - What would APNIC do with the final /8 under this proposal?

    - RIRs do not have restrictions about allocating to
organisations that are not in the RIR's region.

        - RIR shopping could be a consequence of this

        - Without a restriction on requests from organisations
outside an RIR's service region, this proposal has no
          impact other than raising awareness.

    - The problem of RIR shopping would be restricted by the fact
that each RIR would only receive one /8 under this proposal.
