Anyone could, yes. They haven't so far.

So why don't the authors' of prop-055 do this? I see representation from 
LACNIC, AfriNIC and APNIC regions. That's three RIR regions covered, and 
I'm sure someone from ARIN and RIPE NCC regions could do then take these 
and adapt for their regions.
