Philip,

Let's set N=0 and move on to a more useful discussion as to where we go

from 2010 onwards. There are bigger problems facing us than trying to

preserve the past.

As I mentioned in my email that is the first thing we should discuss, do we need a policy for the last allocation or not. We do know a dual stack is the scenario beyond 2010 so I do not see this issue as preserving the past.
