Hello Toshi
Apologies for the delay in getting back to you on the issue of
per-address fees and the implementation of the 0.94 HD ratio. The
issue will be taken to the Executive Council meeting next week for
discussion.
The Secretariat will delay implementation of the three proposals
while we await clarification on the per-address fees from the
Executive Council. At this point, we expect the new date of
implementation to be 19 March 2007.
Just to remind all Policy SIG members, the three proposals to be
implemented are:
prop-035: IPv6 portable assignment for multihoming
prop-033: End site assignment policy for IPv6
prop-031: Proposal to amend APNIC IPv6 assignment and
utilisation requirement policy

However this document does have an effect on the per-address fee
schedule. So I feel this document doesn't properly reflect the consensus
decision reached in the policy review process.
I would appreciate your clarification.
