You point out a key issue : Is that something the members should pay for.
I have no straight answer to the point, and would like to have worthful
inputs from all of you. Two additional considerations are listed from my
observation
(1)Correlation :
Is there any correlation between address policy and proposed service.
(2)Validation:
How to validate a proposal that is the best interest of the stakeholders.
(for the prop-039-v002, perhaps Yoshida San can dilate a little bit more on
this point).
Maybe we don't have an handy asnwer. But that merit a profound discussion
as the community work at the policy framework with great care. That is also
our responsibility as inheriting the valuable policy framework contributed
by many contributors.

As a research effort, I see that could be useful.
Will it improve the knowledge and operation of the transit providers
themselves?
Don't universities have money for this?
It's nice that APNIC likes to do research, but is that something the members
should pay for?
Perhaps APNIC should partner with universities around the region to get some
PhD students to cover this?
I still repeat my initial objection...
