  The second phase of
  Large Space IPv4 Trial Usage Program for Future IPv6 Deployment

Introduction:
-----------------------------------------------------------------------
  This is the proposal for starting the second phase of the on-going
  trial program operated by IPv6 Promotion Council of Japan for future
  IPv6 deployment by utilizing the historically allocated IPv4 space.

Summary of the current problem:
-----------------------------------------------------------------------
  This trial program was authorized to initiate at the 11th APOPM
  by the AP community. At that time, this program was planned to
  be closed by the end of 2005, which is this year.  At the time
  of 2001, when this program started, it was estimated that IPv4
  replacement to IPv6 was advancing, and the used IPv4 space could
  be returned by the end of 2005.
  However in the reality, IPv6 deployment level is below the estimated
  level, and many of IPv6 services are deployed in the IPv4/v6 dual way
  It is found that the keeping IPv4 service along with IPv6 service is
  still necessary until the IPv6 service gets matured enough.

Details of your proposal:
-----------------------------------------------------------------------
  - Resetting the program end at the end of 2008 for the second
    phase of this program from the current program end at the end
    of 2005, this year
  - In addition, the following conditions will be set to the
    program participating parties for the second phase:
    1) the party must have a IPv6 deployment plan in the second
       phase (2006 - 2008).
    2) the party must renew the agreement for program participation
    3) the party must report their activity periodically, so that
       the program activity update can be made at APOPM continuously

Advantages and disadvantages of adopting the proposed policy:
-----------------------------------------------------------------------
  Advantages:
   - able to observe new service model(s) with global IP addresses
   - able to get a feedback of the real service deployment in technical
   - able to observe IPv6 deployment process of those services
   - able to observe the way of revitalizing the histrically
     allocated IPv4 space

  Disadvantages:
   - none

  there is no address management impact to the APNIC members.

Effect on NIRs:
-----------------------------------------------------------------------
  there is no operational impact to NIRs
  IPv6 PC will ask JPNIC to be the trial program observer as it is.
