APNIC welcomes comments, questions, and suggestions on the following policy
proposal:

"A follow up to RIPE-261: Requesting larger IPv6 allocations from IANA and
practising 'sparse' allocations"

This is the final call for comments on policy proposal [prop-005-v001] "A
follow up to RIPE-261: Requesting larger IPv6 allocations from IANA and
practising 'sparse' allocations".
This proposal was presented at APNIC 16 and the following consensus was
reached:
"The SIG supported by consensus the principle of
sparse allocation practices by the RIRs in IPv6 ranges.
However, the issue of allocation size from IANA to RIRs
needs more discussion on the mailing list. The options
discussed in the SIG were either /8 or /12, although it
was noted that there tended to be more support for /8.
It was clearly agreed that the IANA allocation size should
be far shorter than the current size /23 for maximizing
aggregation. This proposal will also need to be coordinated
with other regions."
This proposal is now submitted to the sig-policy mailing list for an
eight week discussion period. At the end of that period, if consensus
appears to have been achieved, the Chair of the Address Policy SIG will
ask the Executive Council to endorse the proposal for implementation.

It is proposed that:
- The IANA allocate IPv6 space to RIRs (including new
RIRs) in prefix units no less than a /12 or a /8. In any
event the size of prefix should be far shorter than a /23.
- The RIRs may practice `sparse allocations' within
the allocated blocks and that the practice of reserving a
/29 is discontinued. in favour of `sparse allocations' as
described in ripe-261.
- The IANA allocates sufficient address space to
support the RIR registration needs for at least a 36
month period.
