In response, please allow me lift out  two quotations from the  
proposal: "The address block will be subject to all current APNIC  
policies from the time of transfer." and "The recipient entity of the  
transferred resources will be subject to current APNIC policies."

The author's intended inference in that language is that a change of  
APNIC  polices in the future would apply to all addresses transferred  
under this proposal, and their recipients.

(Parenthetically, I should also note that the proposal did not achieve  
consensus at the meeting, and as far as my (possibly, or even probably  
flawed) understanding of the process goes, we are, at this moment,  
discussing a non-proposal.)
