Proposal summary
----------------

This is a proposal to include all historical address allocations when
assessing a network's eligibility for more IPv4 addresses.

This proposal has not been submitted to any other RIR. ARIN and LACNIC
include historical addresses when assessing eligibility; however, RIPE
and AfriNIC do not.

- It was noted that both ARIN and LACNIC assess historical addresses
   when LIRs apply for more address space.
