prop-065: Format for delegation and recording of 4-byte AS numbers

Below is a summary of discussions on the proposal to date. We strongly
encourage you to begin discussions on the mailing list before APNIC 26.

Proposal summary
----------------
This proposal recommends that APNIC change the format it uses to
represent 4-byte AS numbers from the ASDOT format to the ASPLAIN format.
This proposed format change would include AS number representation in
all documentation and the APNIC Whois Database.
The proposal has not been submitted to any other RIR to date, but may be
submitted to other RIRs in future.
