[sig-policy] APNIC policy implementation update

The APNIC Secretariat has now implemented the following policy
proposals:
prop-031: IPv6 portable assignment for multihoming
prop-033: End site assignment policy for IPv6
prop-035: Proposal to amend APNIC IPv6 assignment and utilisation
requirement policy

Details of policy changes
-------------------------
prop-031: IPv6 portable assignment for multihoming
- The IPv6 HD ratio amended from 0.8 to 0.94.
prop-033: End site assignment policy for IPv6
- The minimum assignment size of /48 for an end site has been
removed, allowing the unit of assignment to be the LIR’s
decision.
- APNIC will measure utilisation of IPv6 address space in terms of
the bits to the left of the /56 boundary.
prop-035: Proposal to amend APNIC IPv6 assignment and utilisation
requirement policy
- End sites that currently multihome or plan to multihome are now
eligible to receive a portable assignment.
- The minimum assignment size will be /48.
The comment period for the draft documents incorporating these polices
has ended. The updated documents are now officially active:

Note: the impact of the HD ratio change is still under discussion
by the APNIC Executive Council and may change in the future.
