[sig-nir] NIR SIG agenda at APNIC23

The coming NIR SIG at APNIC23 will be held on Wednesday 28 February at
18:00 -19:00 with following the agenda.

    TWNIC update (Ching-Heng Ku, TWNIC)
    JPNIC update (Toshiyuki Hosaka, JPNIC)
    Review of APNIC fee model v2.3 (Billy Cheon, KRNIC of NIDA)
    Draft SIG guidelines (SIG Chair)

"Draft SIG guidlines" is a document that provides guidelines on how to
run SIG sessions. It documents the current SIG operations in most parts,
but one major change would be to define the terms of SIG Chair and
Co-Chair as two years.
