There is more work added for the sp in using .1q vlans. In most v6
deployment i have seen, it's dual stack all over the core, and adding
the additional vlan bit just to peer over v6 may not excite many people.
(wont' excite me for sure). Nevermind, whatever vlan numbering you use
on the IXP switch may end up conflicting with internal vlans for the
provider.
