[SIG-IX] Report from APNIC 16

For the PDF challenged, the SIG meeting confirmed the charter, and 
confirmed Che-Hoo Cheng as co-chair. And we heard presentations from Gaurab 
Upadhaya on "IXes in South Asia" , Toshinori Ishii on JPNAP, Ahmad Alkazimy 
on IIX, and Akira Kato on DIX-IE.

I'd like to thank all the presenters who volunteered their talks, to the 30 
attendees of the SIG for contributing to quite a lively meeting, and to 
Gerard Ross of APNIC who took the minutes.
