here is a traceroute from my desk in Brazil. Looks pretty well, not very sure what is happening between 8 and 9 that takes 250msec.

It's a bit sad that the two of you are in the same country but the IPv6
traffic takes a world tour.

i only can get mtu 1280.

That would be caused by a tunnel in the path, probably Asia Netcom.
