ARIN XXIA bit late on this report. The meeting was held, wow, three weeks ago (time flies!). The full meeting report is available from this web page:

There were a few policies regarding the exhaustion of IPv4, the results of the discussions can be found on that web site. In short, a revised proposal to distribute 1 /8-worth of addresses to each of the operating RIRs (at the time of the run out) received a favorable response. A cooperative approach to the last /8-worth of space was not greeted warmly. And debate raged on the possibility of a "market" for address transfers within the ARIN region.
