[sig-dns] Welcome to our new co-chair

Fulfilling the call for a co-chair opened last year, Sam Sargeant was 
voted in to the co-chair position during the DNS SIG meeting at APNIC 
25.  His term will run 2 years.

More news from the session will follow, but I wanted to introduce Sam 
to the list as soon as possible.
