1. WELCOME MESSAGE: New Cooperating Organization and a New Advisor
----------------------------------------------------------------------------
I would like to welcome the International Free and Open Source Software
Foundation (iFOSSF) as a new Cooperating Organization of our ICT for
Development dgCommunity, as well as Fouad Bajwa, co-Founder and Secretary of
the iFOSSF as a new Advisor. The ICT for Development dgCommunity is pleased
to include those strong advocates of the Free and Open Source Software
(FOSS) movement among its Advisors and Cooperating Organizations.
- The International Free and Open Source Software Foundation (iFOSSF)
iFOSSF is a nonprofit organization incorporated in Michigan, United States.
Its mission is to accelerate the development and usage of Information and
Communication Technologies with Free and Open Source Software worldwide for
sustained economic and social development, especially for the socially
disadvantaged. iFOSSF is centered on FOSS; its purpose is to apply thought
leadership in support of innovation and creativity in research and
development of FOSS solutions for the benefit of the global community.

- Fouad Bajwa
Fouad Riaz Bajwa is the Co-Founder and Secretary of the International Free
and Open Source Software Foundation iFOSSF, Michigan, USA
(http://www.ifossfoundation.org). Fouad is widely recognized for his
contributions and work on issues related to ICTs for Human Development,
FOSS, Open Information Society, Alternate forms of Intellectual Property
Rights, Internet Governance. Fouad is also a member of the BytesForAll
network and contributes to the South Asian Regional FOSS Localization

2. NEW HIGHLIGHT: ICT4D Policy and social Inclusion paper series

ICT4D Policy and social Inclusion: a Framework for evaluating policy
outcomes
This paper was written and submitted by Donna Vaughan, Vice President of
Partners in Micro-development Inc. and Volunteer Guide of our ICT4D
dgCommunity.
The goal of national ICT policy in developing countries has until recently
focused on access. There is however, a growing movement towards social
inclusion as a targeted outcome. This has implications for the way in which
ICT policy is measured and evaluated as well as the policy process and
actual policy itself.
This series of short articles, explores the link between social inclusion
and ICT both in developed and developing countries. The policy in five
countries - Sri Lanka, Bolivia, Finland, Korea, and Indigenous Australia
will be evaluated against a framework of social inclusion criteria.
In Part 1, the case for social inclusion as an ICT policy goal is examined.

4. NEW dgCOMMUNITY Focuses on Arab Reform
----------------------------------------------------------------------------

The new portal will serve as a platform for aggregating information about
reform activities in the Arab world. Creating a virtual community, the site
will facilitate the sharing of knowledge among development practitioners. It
will also aid in capacity building and improving access to high quality
development research and analysis in Arabic throughout the developing world.
The Arab reform portal adds to the Development Gateway's extensive network
of virtual communities where members exchange information on development
issues. Currently, there are 36,000 registered users of the network.

Oladele Olawole from Norway recently wrote "Some developing countries are
still backward and there is little or nothing WSIS can do about that. Reason
being that, so often we use the same gauge to judge developmental issues
around the world. How can developing nations benefit what they do not have
necessary infrastructures on the ground? Developed nations are not powered
by generators, that is exactly what most developing nations are powered
with. To create necessary impact, other agencies within the UN should help
put in place or advise on basic amenities for the development of Information
and Communication Technologies."

-ESTABLISH YOUR PROFILE
Let your colleagues in development know more about your interests and
expertise through your dgCommunities profile. Simply log in and go to My
Gateway

On upper right under "Manage Your Account", scroll down to "Edit Member
Profile", and click "Edit this information".
-SEARCH FOR MEMBERS
Log in to the Development Gateway and go to "My Gateway". On upper right,
scroll down to "Manage Your Contacts" and click "Search directory" to add
new contacts. You can search by: name, country, interest, expertise,
organization, organization type, or by keywords in member bios. Search
Results will show you a list of members with a link to their profiles. You
can also reach the Member Directory on My Gateway on the left column under
"Member Services" when you scroll down and click "Directory"

-COMMUNICATE WITH MEMBERS
When viewing a member's profile, click "Contact this user". This will open a
message box in which you can type and send a message through our message
forwarding system.
-CREATE OWN CONTACT LIST OF MEMBERS
You can build a list of key contacts and form your own network of members.
Searching for members will produce a results list; you can then select
members to be added to your "My Contacts" list by clicking on the plus sign
under "Status" for each desired contact. Or, when viewing a particular
member's profile, click "Add this member to My Contacts". Your full contact
list can be viewed when you log in, go to My Gateway, scroll down to "Manage
Your Contacts" and click "View your dgCommunity contacts list".
