I know of very low cost FM transmitters and studio equipment being made in
Islamabad (as low as Rs.200 K for Tx+ basic studio equipment). I would
recommend that people contact Dr. Haroon Qureshi

(www.pemra.gov.pk) has decided to give FM Radio Licences for Northern
