Shadrach argues that, "ICTs are here to stay and will help in 
integrated government services to citizens. Investing in ICTs in a 
broad-based developmental process will bring forth a higher level of 
transparency and accountability and will eventually result in 
citizens’ trust in government services. However, the change process 
should be carried out by the implementers through a continuous 
learning process. For this, strong partnership by the private sector 
and an effective monitoring and consultation process engaging the
