The Significance of Information and Communication Technologies for 
Reducing Poverty (DFID Study, January 2002)

Description: The study, primarily addressed at DFID staff as a 
recommendation of policies and strategies to be followed, asserts 
that ICT has enormous potential as a tool to increase information 
flows and empower poor people. Addressing the information and 
communication needs of the poor is seen as essential to tackle 
poverty, although access to ICTs should not be seen as an end in 
itself. The authors of this January 2002 study are Marker, Wallace, 
and McNamara.
