It could be the same what you have mentioned. Only MoST spokeperson
can shed light on Govt. of Pakistan choice. Microsoft might use
political pressure to enter into state corridors. I think it is a
matter of choice as money isn't big issue for the governments. So far
I haven't seen any such intention that Govt. is going for Linux.
However, major investments in IT here are put in by major players
like
Oracle and Microsoft.
