PTCL signs accord with UK firm to check illegal voice traffic

ISLAMABAD—An Agreement between PTCL and M/s ALPHA International
Overseas Limited UK was signed Thursday on Voice Over Internet
Protocol (VoIP) Pilot Project. The purpose of the agreement is to
check illegal voice traffic Noorud Din Baqi Member Technical signed
the agreement on behalf of PTCL while Mr. Giles Redpath, CEO M/s
ALPHA signed the accord on behalf of ALPHA. Akhtar Ahmed Bajwa,
Chairman PTCL and other senior members of PTCL management were also
present on the occasion.

Dilating on the said agreement, the spokesman of PTCL said that in
Pakistan, some unscrupulous operators/individuals had been involved
in illegal termination of international voice traffic, by-passing
PTCL International Gateway Exchange through hi-tech arrangements.
Introduction of VoIP through this agreements is an important step to
combat this illegal termination.

Through this illegal operation, PTCL and the Government of Pakistan
were being deprived of legitimate foreign exchange earnings. The
agreement signed today and similar agreements and other agreements
with international Telecos, which have been or will be signed in the
near future, would be in-line with the objective to effectively
counter and mitigate on-going illegal operations through capturing of
the off-shore Grey Area Traffic.

The PTCL spokesman explained that through the said agreement, each
contracting firm would capture 3-5 million minutes of international
voice traffic per month to address the Grey Traffic challenge. This
will generate additional revenue stream for PTCL and foreign exchange
for the country.

The PTCL spokesman said that about 17 bidders (including foreign and
Pakistani Companies) submitted their bid documents to PTCL against
open tendering which was widely publicized by PTCL. These bids were
evaluated to the minutest details by PTCL through specially
constituted in-house Technical and Financial Committees and a
Committee of the Board of Directors (BoD); specially constituted by
the PTCL Board.

Speaking about the technology involved in the Project & foreign
investment, the PTCL spokesman said that this would introduce IP
technology in Pakistan.—PR
