sorry, i am not aware of any free software for translating english to 
tamil. 

there is, however, a free *transliteration* tool which converts 
english encoded text to various indian language scripts. check Online 
Interface to ITRANS at http://www.aczone.com/itrans/online/

also check The Universal Networking Language (UNL) System at 
http://www.unl.ias.unu.edu/ which is a work in progress. i remember 
reading somewhere that Mumbai IIT is working on indian languages 
using UNL.
