The provision of telephone lines and Internet services is a means to accelerate and support social and economic development. Objectives may also be tied directly to government goals for decentralization of governance to regional and district levels in order to provide more effective social service delivery and more effective local decision- making. Decentralization requires that front line service delivery agents and local government officials have access to affordable and effective communication and information sharing tools.
