Updated to change ROA generation to an imperative interface, via a new
"route-origin" object in left right protocol to manage creation,
deletion, and publication of ROAs.  route-origin object may not be
complete yet (ie, may need special operations I haven't specified
yet), this is the first cut.

Haven't (yet) added subsetting (transfer) support to the IRBE callback
in left-right protocol, but that's still on the list.
