The comment I had to Steve is: How does a relying party know which SIA (or "directory") the manifest refers to? (With CRLs its different, becuase the certificate refers explicitly to the CRL via the CRL DP, but there is no such direct relationship to a manifest object, so I was thinking that the manifest would need to explicitly include a reference to the "directory" for which it is purporting to be the authoritative manifest.
