in the context of a class, this is the URL of the server's CA
certificate (i.e. a reference to the immediate superior
certificate, being the CA-enabled certificate where the server
is the certificate's subject)
[issuer's certificate]
value is the Base64 encoding of the DER-encoded server's CA
certificate (the CA-enabled certificate where the server is the
certificate's subject).
The server is neither a resource cert nor the subject of one. :)
Presumably this text was supposed to be about the IR entity on whose
behalf the server is operating, or some such.
