Are you using a database with freeradius ?

What cisco-avpair's are you passing to the server to assign static
IP's?

Does this particular user belong to some group and are you
passing group related pairs to the router also?

Refer to this site, which gives some examples of how to populate your
'radreply' table (if you are using a database) to assign static IP
addresses.
