IP, Range of IP, IP Blocks, Protocols, etc.

I've been trying to source a *Planet BM-2002 2 Mbps Bandwidth Manager*
(or the BM-2155) and after many calls / emails have found out they are
no longer manufactured.

I'm waiting for a final email from their head office in Taiwan as they
may have a BM-2155 in stock or could put together a BM-2002 from spares
carried.
I'd appreciate if someone would suggest an alternative. We need to
manage bandwidth - currently 256 Kbps inbound but the unit should be
capable of 2 Mbps for future expansion - by "Traffic classification
based on IP, IP range/subnet, MAC or TCP/UDP port range". Other
features needed are remote operation, transperant operation, inbound and
outbound management, configurable guarenteed maximum and available with
levels of priorities, dynamic and prioritised bandwidth sharing, usage
monitoring, etc..
