My understanding is the survey is outreach internal to the ccNSO to
gauge the consensus opinion of ccTLD managers (being the parties listed
by IANA that are responsible for the various ccTLD registries). There
will be a formal review by ICANN at a later date which the ccNSO is
simply planning to make a submission to, which if history is any guide,
will involve a formal public consultation period. (see

That was what I was interested in hearing, that there was something
more offiical in place than "ccTLD managers and others". ccTLD
manager and others needs a little more clarification in terms of Admin
Contact or Technical Contact, IMHO, and for all regions. I will
contact you offline with a specific example, and thank you for your
response.
