It is a satellite connection, but it is the far end of it. So it's an ethernet handoff.

I presume this is a satellite connection ? quite a of satellite
providers use RFC 1918 space for control channel of the satellite
modems, which is not visible at the IP layer or transit traffic.
It is not unusual, but pain for third parties trying to traceroute /
troubleshoot.
