I mean that, having spoken with the minister and his staff, I don't 
believe that any of them really realized what was happening when the cable 
ownership fraction was included in the MT privatization deal, and they 
definitely didin't realize what kind of problem they were creating for 
themselves, or how long it would be before it would be fixed.
