Hello,

I have a few comments and questions about the NRO on behalf of JPNIC.

 - Who plans and approves the budget for the NRO?
 - Is the extent of RIR's support for the NRO activities defined in any way?
   -->If not, it would be desirable to define the scope and limits
 - Would the RIR support for the NRO activities affect APNIC members
   financially or in any other aspects?
 - We understand that the number council members are elected from the
   community just like the current ASO/AC members. How are the NRO EC
   members chosen?
 - The model of NRO EC, a body constituting of the RIR representatives
   approving the global policy seems to have less checks and balances
   than the current structure. Wouldn't this imply the RIRs approving
   its own policy?
 - If NRO EC is independent from ASO/AC, does this imply that ICANN no
   longer has the function of approving the global policy?
