The NRO is not a new or additional ICANN.
While the NRO would formally be a new organization it would only be a
different way of doing work already undertaken, namely communication between
ICANN and the RIRs. It would offer a different way to perform the Address
Council (AC) function, and in addition would formalize the existing
cooperation between the RIRs.
The RIRs (ARIN, APNIC, LACNIC and the RIPE NCC) have a mission to manage
IP addresses and AS numbers and as such its not their job to solve other
problems of the Internet like the one you mention. As you may have seen,
ICANN is trying to address that problem.
