Here is the summary report of Open NIR Meeting which was
held this time.

Summary
+ two reports about systems
+ one discussion about NIR scheme but no significant consensus
made, and no action items to be done
+ Open NIR Meeting is regarded as a SIG and to be renamed to
"NIR SIG" next time.
What is the Open NIR Meeting
+ NIR ? National Internet Registry
+ Serving for in-country Internet Community
With expertise of local language and culture
Open NIR Meeting
+ discusses issues on NIR operations and policies
+ Is open to everyone, not limited to NIR people
+ Haven’t been regarded as a SIG
+ The 7th as NIR Meeting, the 4th as open one
Welcomes
- Welcome VNNIC to NIR Community!!
+ EC approved , formal process to be done
- Co-chair was elected
+ Chia-Nan Hsieh, TWNIC
Reports
- NIR Operated IRR
+ Kuniaki KONDO, Intec Netcore, Inc
+ Introduced a possible model operated by NIR with an
example of JPIRR
- TWNIC Resource Management System
+ David Chen, TWNIC
+ Introduced their newly developed JAVA based RMS
Discussion
- NIR Fee and voting structure
+ Izumi Okutani, JPNIC
- Two alternative models to current one for fee and vote
were introduced for discussion
+ NIR regarded as LIR’s side
+ NIR regarded as APNIC side
+ However both are not very reasonable
- Discussions
+ Current model was established after a big long
discussion among various constituencies, so
quite difficult to change
+ Alternative model may happen but after such
amount of discussions and negotiations
+ Of course must be accepted by the membership
- Conclusion:
+ Keep on discussing on-line
NIR SIG? or Open NIR Meeting
- Why we haven’t regarded it as a SIG ?
+ Because the topic is quite limited to NIRs business
and operations
- Why not regard it as a SIG?
+ Quite specific to NIRs but yet a “Special Interest”
+ Operations and logistics are just the same
+ Normalization will ease Secretariat’s burden
- Conclusion: Let’s call it “NIR SIG”
